1) Call to Order 4:31 pm

2) Roll Call

Trustees present were Lance Wilkinson (location: East Lansing, Michigan in Ingham County), Diane Goddeeris (location: East Lansing, Michigan in Ingham County), Polly Synk (location: East Lansing, Michigan in Ingham County), Paul Cervenak (location: Okemos, Michigan in Ingham County), and Amy Zaagman (location: East Lansing, Michigan in Ingham County). Also in attendance were Friends President Maureen McCabe-Power, Director Kristin Shelley, Assistant Director/Head of Customer Experiences Brice Bush, Circulation Supervisor Kevin Hawley, and Executive Assistant to the Director Shori Teeple.

3) Opening
A) Approval of January 20, 2021 Meeting Minutes
Zaagman moved.
Synk seconded.
All in favor.

B) Approval of Current Meeting Agenda
Goddeeris moved.
Zaagman seconded.
All in favor.

4) Resolution 14-21 to approve limit of public comment to two minutes per person.
Wilkinson moved.
Zaagman seconded.
All in favor.

5) Communications
A) Audience/Public comment

  • One guest introduced himself

6) Reports

A) City Council Liaison Report
Shelley reported for Councilmember Gregg:

  • Farmer’s Market was well attended on Sunday at M.A.C. garage lower level. More vendors will be added. Next market will be February 28.
  • The City met its fundraising goal for downtown.

B) Friends of the East Lansing Public Library Report
McCabe-Power reported:

  • January income was $500 in Ebay/Etsy sales and $800 in donations.
  • Currently the Friends have $65,000 in bank. Friends board will review request from library for FY22.

7) Old Business
A) Reopening - Discussion

Proposed March 1 date for reopening and revised plan discussed with hours open to public and curbside pickup to change to:

  • 10am-2pm and 5pm to 8pm Monday through Thursday
  • 10am-2pm on Friday
  • 1pm-5pm on Saturday
  • Closed on Sunday

Patrons required to:

  • wear masks
  • be socially distanced
  • 60-minute limits in building
  • 60-minute time limits for computers
  • quarantine time for returned materials reduced to 24 hours
  • small study rooms allowed with no more than 2 people allowed at the same time in each

8) Resolution 15-21 to approve limited service hours of the East Lansing Public Library for the foreseeable future.

Wilkinson approved.
Synk seconded.
All in favor.

9) Resolution 16-21 to approve the revised ELPL Reopening Plan.

Wilkinson moved.
Cervenak seconded.
All in favor.

10) Resolution 17-21 to approve the revised Pandemic Patron Code of Conduct for as long as health officials, local officials and the Governor deem necessary.

Wilkinson moved.
Zaagman seconded.
All in favor.

11) New Business
A) Board opening - July 1

  • Zaagman's board term ends June 30.  She expressed interest in serving another term.

B) Michigan Library Association Advocacy Day - April 20

  • Overview of proposed virtual Advocacy Day event shared.

  • A printed financial report was shared.

  • A written report was shared.
