1) Call to Order 4:31 pm

2) Roll Call

Trustees present were Diane Goddeeris (location: East Lansing, Michigan in Ingham County), Polly Synk (location: East Lansing, Michigan in Ingham County), Paul Cervenak (location: East Lansing, Michigan in Ingham County), and Amy Zaagman (location: East Lansing, Michigan in Ingham County). Also, in attendance were City Council Liaison Jessy Gregg, Friends President Maureen McCabe-Power, Director Kristin Shelley, Assistant Director/Head of Customer Experiences Brice Bush, Head of Technology Services Lauren Douglass, Circulation Supervisor Kevin Hawley, and Executive Assistant to the Director Shori Teeple.

Absent was Trustee Lance Wilkinson.

3) Opening
A) Approval of February 17, 2021 Meeting Minutes
Zaagman moved.
Synk seconded.
All in favor.

B) Approval of Current Meeting Agenda
Synk moved.
Zaagman seconded.

4) Communications

B) Audience/Public Comment

  • None

5) Reports
A) City Council Liaison Report
Gregg reported:

  • Availability of vaccines and warmer weather have helped to lift spirits for community members.
  • Hotel portion of Park District planning to come online around June.

B) Friends of the East Lansing Public Library Report
McCabe-Power reported:

  • Friends Board approved a $35,000 donation to the library, which will be distributed on July 1, 2021.
  • $57.60 was raised from Amazon Smile program.
  • Ebay/Etsy and other donations in February totaled $489.07.
  • Friends used books for sale are on carts in the library near hold shelves.

6) Old Business
A) Reopening 

  • The library reopened on March 1, 2021.
  • Most patrons are wearing masks.
  • Staff are cleaning the library during mid-day closure. This includes public areas, seating, workstations, etc.
  • Important note—the majority of library staff are not vaccinated yet and will not qualify for a vaccine until after April 5, 2021.
  • Patrons continue to use curbside pickup and Materials by Mail.
  • KN-95 masks were ordered for staff—staff are wearing them.
  • Going forward, decisions will be methodical about increasing capacity and open hours—we will follow the guidelines of local health officials and the CDC. We will watch local COVID numbers and make decisions accordingly.

B) Resolution 18-21 to approve the revised Pandemic Addendum to the Safe Child Policy.

7) New Business
A) "Calling In" Public Art Display

  • Overview provided of the public art display located on the front of library. Display will remain up through May19, 2021. The poster exhibit is a collaboration with the MSU Libraries and the One Book, One Community Committee.
  • Trustee Goddeeris asked about public exhibitions at the library and the policy. Displays and exhibits, other than those by the Friends of the Library, need to be in collaboration with the library or require the approval of the library director. This includes outside and inside exhibits.

A) Financial Report

  • Fund balance report

Shelley Reported:

  • Printed financial and fund balance reports were shared.
  • Fund balance will be used for several facility repairs and updates in FY21 and FY22.
