1) Call to Order 4:35 pm

2) Roll Call

Trustees present were Lance Wilkinson (location: East Lansing, Michigan in Ingham County), Diane Goddeeris (location: East Lansing, Michigan in Ingham County), Polly Synk (location: East Lansing, Michigan in Ingham County), Paul Cervenak (location: Okemos, Michigan in Ingham County), and Amy Zaagman (location: East Lansing, Michigan in Ingham County). Also, in attendance were City Council Liaison Jessy Gregg, Friends President Maureen McCabe-Power, Director Kristin Shelley, Assistant Director/Head of Customer Experiences Brice Bush, Head of Technology Services Lauren Douglass and Executive Assistant to the Director Shori Teeple.

3) Opening
A) Approval of December 16, 2020 Meeting Minutes
Zaagman moved.
Cervenak seconded.
All in favor.

B) Approval of amended Current Meeting Agenda
Cervenak moved.
Zaagman seconded.
All in favor.

4) Resolution 14-21 to approve limit of public comment to two minutes per person.
Wilkinson moved.
Goddeeris seconded.
All in favor.

A) Audience/Public comment

  • None

6) Reports

A) City Council Liaison Report
Gregg reported:

  • Preparation for FY2022 budget underway.
  • Progress updates for deer cull were shared.
  • Crowdfunding discussed for raising $50,000 for downtown, which will be matched by MEDC for activating outside downtown spaces.

B) Friends of the East Lansing Public Library Report
McCabe-Power reported:

  • Friends have a balance of over $60,000
  • Will be prepared for programming and materials request from library for FY22.
  • Ideas discussed for future book sales.

7) Old Business
A) Reopening - Discussion

  • Reopening plan revisions.
  • Communication with schools.
  • March 1, 2021 potential reopening date.

B) Action Plan - Six-month Update

  • Updates to the Action Plan were discussed

C) SB 611 - Update

  • SB 611 was signed into law at the end of December 2020.
  • The bill will go into effect 90 days from signature by Governor.

A) Penal Fines Document - Update

  • A written review of penal fines was provided.
